Right to upper secondary education
The right to upper secondary education for adults is set out in full in Section 4A-3 of the Education Act (Opplæringslovens § 4A-3)
- Have you not completed upper secondary education?
- Are you age 25 or older?
- Have you completed compulsory education (primary and lower secondary) or equivalent?
- Are you resident in Rogaland?
- Applicants with a minority language background must have a valid residence permit and have passed the Norwegian Test 3, written and oral.
To activate your right to upper secondary education as an adult learner you must first apply to Rogaland County Council and obtain the necessary consent before starting on a course. No adult entitled to education under this scheme may begin a course until their application has been formally approved by the County Council. This is the condition on which the Council will meet the costs.
Travel expenses are payable by the adult student but the cost of textbooks will be covered by the Council.
“Completed upper secondary education” means successful completion of a course of study leading to entry qualifications for higher education, a craftsman’s or journeyman’s certificate or other vocational competence. (Examples of other vocation competence include certification as auxiliary nurse, medical secretary or dental secretary.)
If you have completed the course but failed in one or more subjects, you are not entitled to re-take the course free of charge.
